In 2006, City Council adopted a long-term infrastructure renewal plan for Toronto Water concurrently with a funding strategy of increasing water rates 9% per year over nine years, ending in 2014. In 2008, City Council also revised the previous seven-block volume based water rate structure by adopting a single rate for all users.

Since adopting the infrastructure renewal plan, it has been revised periodically due to changing factors affecting the total revenue collected for Toronto Water and emerging priorities in capital spending.

At its meeting in November 2011, City Council directed staff to consult with the City’s major stakeholders on funding options to address the deficiency of the long-term infrastructure renewal plan.

The City is now reviewing Toronto Water’s Capital Program and funding sources and is interested in engaging stakeholders and the public to identify issues and develop alternatives to the current funding strategy.
