In August 2010, in response to these concerns, City Council passed a motion directing City Planning staff to study Queen Street and report back on measures mitigate negative impacts associated with restaurants and bars on the surrounding area. While the study was underway, an Interim Control By-law (ICB) was passed by Toronto Council (October, 2012) to prohibit new restaurants and second floor expansions on Queen St West between Roncesvalles Avenue and Dufferin Street for a one year period. This gave City Planning time to finish the study.
