Apartment Buildings: New bylaw requirements from April 1

Amendments to the Apartment Buildings bylaw are coming into effect starting April 1, 2021. All RentSafeTO apartment building owners and operators will be required to:

  • Post information about waste management on the tenant notification board.  Building owners/operators need to post information on garbage, recycling and, if applicable, organics, such as accepted items and location of collection bins.
  • Develop and maintain the capital plan for each apartment buildings using a template provided by the City. The Capital Plan Template will be provided by the City as of April 1 and will be available at the RentSafeTO for Building Owners webpage.
  • Provide a valid email address to the City and keep all contact information on file up to date. Moving forward, the City will provide written communication and notices related to properties via email. To receive these communications, building owners/operators need to provide and keep up to date valid email addresses through the RentSafeTO registration and renewal portal.

Toronto ACORN virtual tenant rights information session – March 27 & 29

Toronto ACORN is hosting a virtual tenant rights information session on Saturday March 27 at 2PM, as well as a virtual resist renovictions workshop on Monday March 29th at 6PM.

We will cover details around renovictions, rent increases, evictions, maintenance and repair issues, and more.

There will be time for questions and discussion afterward. We will also have an information flyer to send to those who attended with more resources and links to topics covered.

West Queen West Planning Policy Update

I am writing to update you on the West Queen West Planning Policy, adopted by City Council in October 2020 following many years of study by City planning staff and community members.

The outcome of the study is to provide policy to one of Toronto’s most important and historic main streets intended to:

    • guide the height, form and characteristics of new development to ensure it responds appropriately to the existing and planned context of the study and adjacent areas;
    • assist in the conservation of the cultural heritage value and function of Queen St as a commercial main street; and
    • provide appropriate transition to adjacent low-rise neighbourhoods.

The approved West Queen West Planning policy has been appealed to the Local Planning Appeal Tribunal (LPAT), formerly called the Ontario Municipal Board (OMB).

A Case Management conference by video has been scheduled for 10 AM on April 27, 2021.

The purpose of the Case Management Conference is to identify parties and participants, provide procedural directions, and to potentially fix a date and place for the hearing and estimate its length.

A City Solicitor will attend the conference to defend the West Queen West Planning study and planning policy.

The attached LPAT Notice details the requirements for those who wish to participate in the Case Management Conference. The Conference will take place via video conference software and a link to the conference is provided..

I have heard from many of you during the course of the Planning study. Your informed comments have been a crucial part of this process.

If you wish to have your concerns heard by the LPAT, you should file a request form to be a “participant” 10 days in advance of the the April 27 video Case Management Conference. Instructions can be found at the bottom page 3 of the attached notice. Participants will receive updates leading up to the hearing, and will be permitted to submit written correspondence to be considered by the Tribunal as part of the hearing. Deadlines for submitting that written statement will be set out in a procedural order that will be approved by the Tribunal following the CMC.

Join the Consultation process on Garden Suites

Residents and stakeholders can start to participate in the consultation process by way of the Garden + Suites Survey. Virtual community meetings to present the Garden + Suites study and to gather input from a variety of residents and stakeholders will begin in April 2021. Further information regarding the community consultation meetings will be provided once dates have been confirmed.

The Garden Suites Study is one of several studies that the City Planning Division is leading to expand housing options in Neighbourhoods. A Garden Suite is an accessory housing unit, usually located in the rear yard, and is separate, or detached from the main house. Garden Suites, like Laneway Suites, are generally smaller than the main house on the lot and function as a rental housing unit.

The Garden Suites Study will review important matters which include privacy and shadowing, protecting trees, sustainability, fire access, parking, and appropriate standards given a variety of residential lot characteristics across the City, among many others.
