An Update on Development Application | 2706-2730 Dundas St West

The developer of 2706-2730 Dundas St West has submitted a Settlement Offer to the city.

City staff have reviewed the offer and recommended that City Legal and Planning staff attend the Local Planning Appeal Tribunal hearing in support of the settlement offer. City Council, at its meeting on July 23-30, 2018 accepted this direction.

Some details on the Settlement Offer:

 

  • a total of nine (9) storeys, representing a reduction in the original proposal of 12 storeys
  • a total height of 30.05 metres excluding allowable overruns representing a reduction in the original proposal of 45.03 metres  {the allowable overruns include the cooling tower, the exit stairs, the building elevators {including required elevator overruns), the interior elevator lobby space located directly in front of the elevators, rooftop art installation {subject to City review), and all other structures and equipment reasonably appropriate in the construction and operation of a rooftop outdoor amenity space and green roof;
  • general compliance with the 45 degree “skyview angular plane” taken from the south side of Dundas Street West
  • Dundas Street West elevation to “read” as having a three (3) storey base building, for example by adding an architectural cap on top of the third floor

Update on 20 Jerome Street

The City’s Heritage Staff has asked my office to share the following update on the Terracotta House at 20 Jerome Street.

20 Jerome Street is listed on the City’s Heritage Register for the building’s cultural heritage value and unique decorative tiles.

In April 2018 a wind storm caused tiles to start falling off of the west elevation of the building. The subsequent partial collapse of the wall revealed serious irregularities in the building’s original construction. Following this incident, the owner provided a report from a structural engineer which detailed irreversible flaws in the existing structure.

In response, Toronto Building issued an Order to Remedy an Unsafe Building as a matter of public safety.

City staff concur with the structural engineer’s conclusion that demolition of the building is necessary to make the site safe and staff is confident that there is no reasonable alternative.

Therefore, staff have accepted the demolition of the building but have worked with the owners to ensure the house is appropriately documented and commemorated.

The owners have provided a salvage strategy for the decorative tiles, archival photographs of the building and tiles, a detailed history of the property and a comprehensive commemoration plan.

The owners have met all requirements of the Order to Remedy an Unsafe Building as well as the requirements to demolish a listed building under the Ontario Heritage Act and the Municipal Code.

The commemoration plan will celebrate the history of the property through the display of salvaged tiles on the site. A selection of tiles will be displayed on the new house in one location on the front elevation and six locations on the west side elevation. A garden wall will be erected in front of the house parallel with the street. Lastly, a Heritage Toronto plaque will be displayed on the property to communicate its unique history.

In addition to on‐site commemoration, some tiles may be displayed off‐site depending how many tiles can be salvaged and if HPS staff identify worthy opportunities. Community members and organizations are encouraged to suggest any projects that could incorporate some of the remaining tiles.

A food forest mimics the elements of a thriving forest ecosystem bringing together a community of edible plants from ground cover to trees.

Temporary Traffic and Parking Amendments during the CNE: August 17 to September 3, 2018

Dear Friend,

Every year, temporary traffic and parking amendments are required to improve traffic operations and pedestrian safety during the annual Canadian National Exhibition (CNE), which takes place from August 17 to September 3, 2018. A list  of traffic and parking amendments is available on-line at https://bit.ly/2MUZml4 and https://bit.ly/2vM4vUQ .

Temporary parking on residential front yards and boulevards in South Parkdale during the CNE remains prohibited.

Permit Parking Staff will again restrict the issuance of Visitor Parking Permits to the residential addresses located in the area bounded by Dufferin St, King St W, Jameson Ave and the lake for the entirety of the 2018 CNE. During this period, temporary parking permits will be issued- with proof of residency and guest’s licence plate number- at the City Hall counter, 100 Queen Street West. Online applications will not be permitted.

Further, the following actions will take place again this year:

  • CNE to communicate in the ‘CNE Guide Book’ and in media releases that “Paid Parking on residential properties in South Parkdale is no longer permitted during The Ex”- with information on parking lots and bike rack locations;
  • City Transportation to sign the boundary of the South Parkdale area (Dufferin/King, Jameson/King intersection)  to communicate message to deter drivers from entering the area to look for paid parking on these residential streets;
  • City Transportation to post signs on Liberty at Dufferin, as well as at the entrance of Springhurst (at Dufferin) and Temple (at Dufferin) advising that only permit parking holders can park on residential streets in south Parkdale during the CNE;
  • Toronto Police, Parking Enforcement and City Bylaw enforcement staff will be asked to monitor South Parkdale for infractions during the CNE;
  • Toronto Police and Parking Enforcement will be asked to, when appropriate, use foot and bike patrols in South Parkdale during the CNE to lessen the number of vehicles in the area;
  • Toronto Police will be reminded of ongoing safety concern during the CNE when the one way at Springhurst from Dufferin to Tyndall, is not respected;
  • CNE working with Traffic Management Centre to monitor traffic and manage traffic flows and monitor lights.
